Yes, it takes alot of time because you will want to your server to be "popular" so you will spend alot of time sitting in your server waiting for people to join. Also you will have to mantain your server with the latest mods and addons. In addition costs can be high if you have a pricey GSP.
It is rare to have a server get popular by itself. My suggestion would be to add a fun mod or start a clan and give out admin to people you trust and will play on your server alot. Also make sure you are in your server a lot and get to the know people who join. It takes a lot of time to get your server "popular".
Make sure your server rates are set right, guide found here. Also if you have alot of mods running that can cause lag. Some mods that lag alot are zombie mod and deathmatch. I suggest removing them and seeing if that stops the lag. Also check if your mods are up to date. When lag is happening, do not blame the provider! It is most likely a mod configed wrong. Re-install your mods! If worst comes to worst contact your GSP about it.
What ever you do don't use paypal, unless you know the person well. Paypal does NOT protect virtual stuff. That means someone can buy admin for a year and when he's done with it he can charge it back saying it was "unauthorized". Paypal will NOT help you and charges many fees. Its happened to me and other people at paypalsucks.com. If you still would like to sell admin use merchantinc that actaully protects you.

All depends on the mods. If you plan on running RPG, DM, Zombie Mod, or other high cpu usage mods I suggest 66 tick. You may be able to have a 100 Tick server for a smal RPG, DM, or WCS server. I just think servers running with those kinds of mods do better at 66 Tick or 75 Tick.
2-20 Players - 100 Tick (mainly normal play)
20-48 - 66 Tick (running mods)
48+ - 33/45 Tick (running mods with a lot of people)
I suggest 66 tick, it seems to be the most used and has the best results.
You enable it by pressing the escape key "Esc" and then going to options. Then you go to the keyboard tab, then at the bottom click the advanced button. Check the "Enable Developer Console (~)" and click ok and then ok again. Then simply click the ~ key and the console should come up.
You go to any css server, then open up console by pressing ~ and then you type in "status" without the quotes. Look for your name and then there should be something by it that looks like this: STEAM_0:1:6013409. For any admin plugin all you need is this STEAM_x:x:xxxxxxxx.
Enable them in the mani_server.cfg (located in cstrike/cfg/mani_server.cfg). Then add your text to the adverts.txt in cstrike/cfg/mani_admin_plugin. Make sure to put the color in front like {GREEN}, {RED}, etc.
In the mani_server.cfg, simply edit the mani_server.cfg and go through it. There are a lot of features. It is located in the cfg folder in cstrike (cstrike/cfg/mani_server.cfg).

You can do this with the mani admin plugin. To do this edit your webshortcutlist.txt in cstrike/cfg/mani_admin_plugin and add this line to it:

Replace music with what you want people to say in game for the music menu to open up. I used Source Tunes because it has a large variety of music. You may also want to an add an advert to your adverts.txt so people know there is music.
